Collin County, Texas — TxDOT is proposing to construct US 380 primarily in a new location from FM 1827 to CR 560 in the towns of McKinney, Princeton and Farmersville in Collin County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will conduct an online virtual public hearing on the proposed project with an in-person option.

The virtual audition is not a live event, but will consist of a pre-recorded video presentation and will include audio and visual components. The presentation will be posted online until Thursday, September 12, 2024 at 5:00 p.m. and will remain online for at least 15 days.

Additionally, TxDOT is offering an in-person option for individuals who wish to participate in person instead of online. The in-person option will be held on Thursday, September 12, 2024 with an open house from 5:00 PM to 7:00 PM and a live talk at 6:00 PM in the Princeton High School cafeteria at 1000 East Princeton Drive, Princeton, Texas 75407. In-person attendees will be able to review copies of project materials, ask questions of TxDOT staff and/or consultants, and leave comments. The proposed approximately 12-mile US 380 project includes a new, eight- to 10-lane, controlled-access freeway with continuous two- to three-lane roadways with one-way frontage and shared-use paths 10 feet on both northern sides. of the Town of Princeton from west of CR 337 to east of CR 458.

The proposed project also includes a reconstruction and widening of existing US 380 from FM 1827 west of CR 337 and east of CR 458, past Lavon Lake, to CR 560. The proposed project will be constructed within a proposed right-of-way (ROW) of approximately 320 to 536 feet. The proposed project, subject to final design considerations, would require additional right-of-way and potentially displace 17 businesses, 18 single family residences and one non-residential/non-commercial property. Relocation assistance is available for displaced persons and businesses.

Information regarding the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information regarding the tentative schedule for right-of-way acquisition and construction, may be obtained from the Office of TxDOT County by calling (214 ) 320-6675.

The proposed project is expected to affect properties protected under Section 4(f) of the Department of Transportation Act of 1966 and Parks and Wildlife Code Chapter 26. These properties owned and operated by the US Army Corps of Engineers are located along existing US 380 crossing Lavon Lake and proposed US 380 for a total of 25.08 acres of right-of-way.

The proposed US 380 improvements would require the permanent inclusion of 0.02 acres of right-of-way and 0.53 acres of permanent easements from Twin Groves Park, 0.29 acres of permanent easements from the Low Density Recreation Area, 23 acres of permanent easement from the Lake Lavon Wildlife Management Area, and 1.07 acres of permanent easement from the Lake Lavon Vegetative Management Area. The proposed improvements would also require the use of approximately 0.17 acres of proposed permanent easement from Caddo Park (and Caddo Park Lavon Lake District Historic). Every effort will be made to minimize impacts on these properties.

Additionally, the proposed project would potentially involve construction in wetlands and action in a floodplain. Coordination with the US Army Corps of Engineers to minimize impacts to the above protected properties is ongoing. The Draft EA, any maps and drawings showing the project location and design, tentative construction schedules and other information regarding the proposed project are on file and are available for inspection by appointment Monday through Friday between 8 a.m. am and 5 pm at the TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas 75150.
